Kyogre, along with Groudon and Rayquaza, is a member of the Weather trio - a trio of legendary Pokémon who originate in the Hoenn region. Each member of the trio has control over a specific elemental sphere, with Kyogre’s being the hydropshere, which means that it has control over all of the water in the Pokémon universe.
