Kyogre, along with Groudon and Rayquaza, is a member of the Weather trio - a trio of legendary Pokémon who originate in the Hoenn region. Each member of the trio has control over a specific elemental sphere, with Kyogre’s being the hydropshere, which means that it has control over all of the water in the Pokémon universe. Kyogre might have been inspired by the leviathan, which is a mythical sea serpent, or it could simply be a personification of the world’s oceans, with its body being similar to that of a whale’s.
